THE DIVISION
The Neighborhood Preservation Division is committed to protecting and enhancing the quality of life throughout the community by promoting safe, healthy, and attractive neighborhoods. Through proactive education, collaboration, and enforcement, the Division administers the City's Code Enforcement, Solid Waste Elimination and Enforcement Program (SWEEP), Vehicle Abatement, and Substandard Housing programs. Working closely with residents, businesses, neighborhood organizations, and other City departments, the Division strives to preserve community standards while providing exceptional customer service and fair, consistent enforcement.

THE POSITION
The Neighborhood Preservation Manager is responsible for planning, organizing, and directing the City's Neighborhood Preservation Division. This position provides leadership and oversight of citywide code enforcement and neighborhood preservation programs, ensuring compliance with federal, state, and local laws while advancing initiatives that enhance the appearance, safety, and livability of the community.
The Manager supervises professional staff, develops policies and operational strategies, manages the Administrative Hearing Officer Program, assists with division budgeting, and coordinates efforts with City departments, law enforcement agencies, attorneys, contractors, developers, and community stakeholders. This position also represents the City during public meetings, administrative hearings, and court proceedings, while fostering positive relationships and collaborative solutions to complex neighborhood issues.
Requirements

They possess extensive knowledge of municipal code enforcement practices and have the ability to balance regulatory compliance with sound judgment, professionalism, and excellent customer service.

EXPERIENCE AND EDUCATION
Any combination equivalent to experience and education that could likely provide the required knowledge, skill and ability is qualifying. A typical way to obtain the knowledge, skill and abilities would be.
Possess a Bachelors degree from an accredited College or University with an emphasis in Construction Management, Business, Public Administration or other related field.
Four (4) years of increasingly responsible experience related to code enforcement, inspection, law enforcement, building inspection, land use, or public administration.
Previous experience involving extensive public contact which requires considerable use of tact and judgment in the interpretation and applications of regulations, policies or procedures.
SPECIAL REQUIREMENTSPossession of a valid California Class C Driver's License by time of appointment
Ability to work evenings and/or weekends
Possession of 832 P.C. or ability to obtain within 6 months
Possession of Advanced Code Enforcement Officer certification by the California Association of Code Enforcement Officers or ability to obtain within 12 months.
