Associated Right of Way Services, Inc. (AR/WS) is a full-service right of way and real estate consulting firm. AR/WS specializes in project management, cost estimating, appraisal, acquisition, and relocation assistance services for public infrastructure work. Since 1989, AR/WS has successfully completed hundreds of projects with local, state, and federal agencies, special districts, transportation authorities, and engineering firms. Our corporate office is in Walnut Creek, California. Our services encompass everything from the preliminary project activities through the eminent domain process. We are seeking to fill a full-time employee position.
Duties
The Right of Way Managing Consultant position independently performs technical and clerical work related to state, local and federally funded, or privately funded, right-of-way and real estate negotiations, title curative and research (including primary research of public records and other resources), condemnation support, appraisal review and relocation planning and relocation advisory services for transportation or utility improvement projects. Work requires contact with the public and with governmental agencies.
Essential Functions

1. Performs review and analysis of schematics, construction plans, maps, utility adjustment plans and cost estimates, surveys, field notes, property descriptions, pre-appraisal and appraisal reports/titles/deeds.
2. Performs legal and technical review and analysis of exhibits for acquisition of properties.
3. Performs review and analysis of real estate documents, legal/curative instruments/exhibits for the leasing/disposal/exchange of real estate assets.
4. Meets with clients, property owners and other entities to present offers of just compensation, negotiate and explain the acquisition, lease and/or disposal process.
5. Administration and coordination of client’s acquisition / relocation advisory assistance program and provide services to those affected.
6. Reviews title reports and clear any title problems.
7. Prepares condemnation report and support documents.
8. May assist in preparation of Board agenda reports for public agencies.
9. Must maintain understanding and communicate basic technical, appraisal, legal engineering, relocation advisory assistance, and real estate issues to landowners and their representatives.
10. Reports status of work and findings regularly to client.
11. Oversee projects to ensure quality and consistency including review of project files as appropriate. Keep clients and team current on state and federal standards and regulations.
12. Contacts between clients and AR/WS team should be regular and responsive.
13. Responsible for full project life cycle management, including budget oversight, resource allocation, and ensuring compliance with state and federal acquisition standards.
Required Education and Experience
- A college degree from a 4-year college or university is required. This requirement may be satisfied with 5 years of applicable experience in the Right of Way / Real Estate industry.
- Ten years of Right of Way experience, with at least 5 of that on projects with Caltrans oversite.
Additional Eligibility Qualifications
- Valid driver’s license (REQUIRED)
- California Real Estate Salesperson’s License (REQUIRED WITHIN 6 MONTHS OF HIRE)
- Right of Way Agent Certification (not required, but preferred)
- Graduate Degree in related field (not required, but preferred)
- California Real Estate Broker’s License (not required, but preferred)

Salary Grade Range:
$120,000 - $190,000 Annual/Full Time
